Keep the Arts in Public Schools

Americans for the Arts is supporting a petition which many of you may know is rare for this organization. Here is why it is rare. Very often petitions include divisive elements and Americans for the Arts is at its core pan-disciplinary. Primarily that means that the Arts are a part of every other aspect of life. Supporting Arts at the cost of other elements is not a platform that Americans for the Arts is willing to engage in.

So, this rare petition supports an expansion of Arts in a way that does not eliminate anything. This program would support teaching artists working in low-income schools that do not have arts education. More details about this program can be found by clicking through the link below.

Fall Essentials -- I'm so irriatated that I gave away my Faux Fur Vest



Lately we've been out and about, enjoying the stream of soirees that September always brings, and all of this socializing means we're answering lots of inquiries about what we do. While some professions warrant queries about pharmacology mixology or spark requests for free legal advice ("for a friend, of course"), ours ensures a welcome barrage of styling concerns. This conundrum, dear readers, can confound even the most fashion-literate ladies, so in this installment of Under $200 we've created a cheat sheet of the standout styles you need now!



For us, a fall essential is the sort of wardrobe-building piece that works with the beloved staples we already own. Unsurprisingly, this means we tend to pick up lots of carefully considered accessories; currently we're mad about chunky chokers (they instantly add pizazz to any outfit) and hardware-heavy booties (it's time to upgrade your moto boots). On-trend outerwear is also of paramount importance, as an of-the-moment jacket makes classic basics look modern. Fall Essential: Nineties Nude Lipstick / MAC Trend F/W Lipstick ($14) in Our Pick
Although we've been ga-ga for gloss in the past, right now we're excited to ditch that girly lip and welcome back more grown-up products. This semi-matte MAC lipstick particularly piqued our interest because it instantly reminds us of the all the fleshy nudes from the nineties (think Winona Ryder in Reality Bites). It's ideal for the workday if you keep the rest of your face basic, or you can wear it out at night with a more intense eye.

Fall Essential: Buckle Bootie / Nine West Iceage Platform Bootie ($140)
One of the best parts of seasonal shopping is searching for the latest footwear. Although there are a plethora of pivotal picks this season, if you can only select one shoe, this platform ankle boot is the way to go. The burnished, decorative buckles are right on the heavy-duty hardware trend and will give you a hint of that tough-girl edge without overwhelming the rest of your look. You can style these with your long-sleeved mini for a night out with the girls, or throw them on with your jeans and (faux) fur vest to upgrade a casual outfit. In short: they're multifaceted and well-priced!

Fall Essential: Chain Strap Bag / Deena & Ozzy Tweed Chain Bag ($42)
While nothing can surpass the iconic, quilted Chanel bag, this tonal tweed version is a great adaptation at a much more reasonable price. The quilt-stitch details and chain-link strap make it equally as elegant as any offering from Karl. Plus, the over-the-shoulder style is very practical, so it also fulfills your everyday bag needs with an air of refined sophistication. We could easily see someone like Diane Kruger, who seamlessly mixes the classic and the cutting-edge, toting a bag like this to fill out her fall wardrobe.

Fall Essential: Breton Stripe Shirt / H&M Striped Shirt ($13)
Long before we saw Christopher Decarnin's glittering Breton top for Balmain's Fall 09 collection, we were smitten with sea-worthy stripes. Although Decarnin's exquisite version may be worth the investment for some, we discovered this long-sleeved iteration from H&M for a fraction of the price. This top looks particularly cool when worn with jeans and a leather jacket for an off-duty look, or you can pair it with an A-line mini and a statement necklace à la Olivia Palermo for a little more polish. If you wish to mimic Decarnin's strong silhouette, simply add some shoulder pads to this classic top and create your own of-the-moment look.

Fall Essential: Metallic Skirt / Topshop Premium Jacquard Skirt ($80)
Lamé looks have been on our radar for quite some time now, and while our muse (Marant) opted for shimmery harem pants in her runway looks, we think a metallic mini is just as covetable. It's a great alternative to your leather skirt (also a swell investment!) and really channels the thrill of cocktail season and hot nights out. Of course, a little glitz does go a long way, so we recommend mixing the skirt with your more sober basics, and even opting for opaque tights when the weather turns cold.—Liza Kaplan

Los españoles no hablan inglés, hablan "spanglish"

Oxford University Press ha creado www.100spanglish.es, una página web en la que los internautas tienen la posibilidad de colgar vídeos y donde se mide cómo se manejan en inglés, con el objetivo de evitar que los españoles hagan construcciones como "I am very preocupated" (Estoy muy preocupado) o "I have give a shower" (Me he dado una ducha) que ponen en evidencia su bajo nivel idiomático.

Según un estudio llevado a cabo por la entidad, España está a la cola de Europa en conocimiento de inglés y sólo el 20 por ciento de los españoles es capaz de mantener una conversación en una lengua diferente a la suya, mientras que el 44 por ciento de los europeos sí son capaces.

En www.100spanglish.es se pueden ver videos de personajes públicos españoles como José María Aznar, Emilio Botín o José Luis Rodríguez Zapatero hablando en un inglés bastante malo, y los usuarios pueden votar por el más divertido para hacerles ascender o descender en el ránking, en el que ahora Francisco Franco figura en primera posición con "Aiguanmuviman".

El premio para los mejores practicantes de spanglish es un sistema de aprendizaje de inglés llamado My Oxford English, un curso de inglés online tras el que el alumno puede conseguir un Título Oficial de la Universidad de Oxford.

Según el estudio de Oxford University Press, sólo el 9 por ciento de los españoles entre 18 y 55 años estudia inglés, y lo hace básicamente por tres razones: para entenderse cuando viajan (en un 35 por ciento), por trabajo (un 50 por ciento) y por satisfacción personal (un 15 por ciento).

El 29 por ciento de las personas en esa franja de edad nunca ha estudiado inglés, y del 71% que alguna vez lo ha hecho, 2 de cada 3 tienen un nivel bajo o medio-bajo, según el estudio.

Los motivos principales para no estudiar inglés son la falta de tiempo, en un 42 por ciento de los casos, y falta de interés en el 43 restante.

Las multinacionales especializadas en trabajo temporal dicen que los españoles son muy trabajadores, pero afirman que su gran problema es la carencia de idiomas: no tienen tanta fluidez en una reunión en inglés como cualquier otro europeo.

Dogs could be joining diners at S.A. eateries

John McClung first noticed it at establishments in Europe and more recently in cities such as Seattle and San Francisco: People were eating on restaurant patios with their dogs.

As co-owner of the North Side restaurant Los Patios, McClung knew it was against state law to do so here.

“But the rules also say that individual municipalities can vary those rules,” said McClung, who's also an attorney, “provided basic health, safety and sanitation are met.”

About a month ago, he brought the idea to City Councilman John Clamp, who was a bit taken aback.

“I said, ‘What? What is that? Are dogs going to have menus?'” Clamp joked.

He quickly came around, and now the city could join Austin and Dallas in mixing its canines and culinary delights. Clamp said Tuesday that council members could approve a dog-friendly restaurant ordinance as early as next month to provide variances from state law.

“It's separate and outdoors, exclusively an outdoor dining variance-type thing,” Clamp said. He emphasized that nonservice animals still wouldn't be allowed inside restaurants. Some restaurants in San Antonio, perhaps in violation of state law, have been allowing dogs at their outdoor dining areas.

McClung, whose 20-acre property embraces a stretch of Salado Creek and an unfinished linear park trail, echoed that provision.

“This is purely paws on the patio,” he said.

The law would require a restaurant owner to seek a variance and pass a health inspection before animals could enter the property, Clamp said.

“I'm saying dog. It may include cats,” he said. “I'm not really an animal expert. I'm not really sure how cats and dogs react to each other.”

The state doesn't weigh in on that, but its Department of State Health Services has a position on why dogs don't mix with dining, according to Deborah Marlow, manager of the Food Establishments Group, an arm of the agency.

“Because of all the diseases that animals can carry on their skin, their feces, on their coat,” she said. “The concern is that food handlers handle the pet and continue on with any kind of food-handling activity.”

McClung said food wouldn't be prepared near animals and that pet owners would be able to reach their tables without going inside.

“A veterinarian friend of mine tells me that the number of flora inside the mouth of a dog is about one-third the number of flora that are inside the human mouth,” he said. “We know that animals are kinder to their own species than people are. Name a dog that's started a war.”

He added that he can't wait to become the first restaurant in the city to allow dogs on its premises — although he might be too late. Apparently, Joseph's Storehouse, among other city eateries, has been allowing dogs on its patio for years.

“I thought it's like smoking,” said Patrick McCurdy, owner of the bakery and restaurant on North St. Mary's Street. “It hadn't even dawned on me that you had to have an ordinance.”

4. Hit the road with Rover. But first, have you taught your dog travel etiquette? With a little training, the two of you will be ready for the Great American Road Trip.
5. Pet photography! Why not have a photo shoot at home with your pets? Current photos are always good to have, and pet holiday cards are always a hit. (Your friends and family are sure to feel the love during the holidays when they see pics of your four-legged family members!)
6. Think safety. Is your pet microchipped? Are they up-to-date on their vaccinations? Is your home free of toxic plants and other pet dangers? If you’re not sure, get down on all fours and see things from your pet’s point of view.
7. Make it a double. You know that hanging out with your pet boosts your pet’s mood, but did you know that it can lower your stress level, too? In fact, a recent study shows pets contribute to low blood pressure. So a good time for your pet is, in reality, twice as nice!
8. Sing a song. There’s nothing your pet loves to hear more than your voice calling his name. If you really want his ears to perk up, sing a song using your pet’s name. Don’t worry, you won’t be alone, because 97 percent of pet owners talk to their pets. Even if you’re out of tune, your voice singing his name is sure to be music to his ears.

Texas Resolves Multi-State Medicaid Fraud Investigation; Recovers $55 Million

Settlement part of $1 billion multi-state agreement

AUSTIN – Texas Attorney General Greg Abbott, a coalition of state attorneys general and the U.S. Department of Justice today resolved a lengthy civil Medicaid fraud investigation into Pfizer, Inc. As a result, more than $1 billion has been recovered for state Medicaid programs and several federal programs. Texas’ Medicaid program will recover $55 million in a state-federal government share.

According to investigators, Pfizer deceptively marketed its antipsychotic drug Geodon, its arthritis pain medication Bextra, which is no longer on the market, and 11 other pharmaceutical products.

The multi-state and federal investigation revealed that Pfizer unlawfully promoted atypical antipsychotic Geodon for use by Medicaid-eligible children to treat numerous conditions, including attention deficit disorder and anxiety. However, the U.S. Food and Drug Administration (FDA) has not approved Geodon for children. State and federal law prohibits pharmaceutical manufacturers from marketing their drugs for such “off-label” uses. While physicians may, at their discretion, prescribe drugs for off-label uses, it is unlawful for drug manufacturers to promote drugs’ uses which have not been approved by the FDA.

The states’ enforcement effort revealed that Pfizer provided unlawful financial incentives for physicians who wrote off-label prescriptions. Because of Pfizer’s promotional program, Medicaid paid for prescriptions many physicians would not otherwise have written for their patients. As a result, the taxpayer-funded program incurred unnecessary costs.

In a separate settlement, Attorney General Abbott and 42 other attorneys general reached a $33 million dollar agreement with Pfizer. The additional settlement resolves an inquiry into the defendant’s deceptive marketing of Geodon to health care providers. The agreement prevents Pfizer from making any false, misleading or deceptive claims regarding Geodon; promoting Geodon for uses not approved by the FDA; or otherwise promoting Geodon in an unlawful manner. Pfizer must also post online a list of health care providers that received payments from Pfizer.

Last January, Attorney General Abbott reached a $30 million civil Medicaid fraud settlement with Eli Lilly & Co., which unlawfully marketed the atypical antipsychotic Zyprexa. Last year, the Attorney General also recovered $15.7 million from Bristol-Myers Squibb Co. for its illegal marketing of several drugs, including the atypical antipsychotic, Abilify.

A National Association of Medicaid Fraud Control Units team conducted the investigation and settlement negotiations with Pfizer on behalf of the states. That team included representatives from Texas, Arkansas, Massachusetts, New York, Ohio, Oregon and Virginia.
